What to Expect in Fallout 76’s Update 28, Coming July 7th

There’s a bevy of big and little changes coming to the Wasteland with Update 28, including a Legendary Crafting update, the continuation of the Brotherhood of Steel storyline, increased currency limits, Season 5 the Scoreboard, more C.A.M.P. slots, as well as other various features so there’s likely to be something to appeal to just about everybody. LEGENDARY CRAFTING

Before we dive into Legendary Crafting, we need to be absolutely clear that if you take an existing legendary item, and use legendary modules on it, it will reroll ALL ATTRIBUTES. If you’re just trying to add a new third star to a two star weapon, or maybe hope to improve the third star on your armor piece, it will destroy the existing legendary perks you already have on there, and give you all random perks. Keep that in mind before messing with your favorite pieces of gear. Also, as of right now, you CANNOT roll the Unyielding attribute on power armor pieces, unfortunately.

In case you hadn’t heard before, and that last sentence struck you as odd, yes, you’ll be able to add legendary perks to power armor pieces! You won’t technically be crafting legendary power armor, but you’ll be taking existing power armor pieces you have, and adding legendary perks to them. Virtually all legendary perks available to regular armor are also available on power armor, with the exception of Unyielding (grumble grumble), Lifesaving, and a few perks which would be redundant (reduced fall damage, underwater breathing, for example). If you’re a gambler, instead of adding legendary perks to pieces you already have, you can spend scrip at the purveyor to buy random legendary power armor pieces. We wouldn’t necessarily recommend that, but it’s an option. Also note that power armor helmets cannot be made legendary.

You’ll also be able to add legendary perks to most weapons and armor pieces. The short version is that if it cannot currently be a legendary (like chainsaws or drills), it will not be able to be legendary in the new system. Also, while you can reroll the legendary attributes on existing legendary pieces (again, wiping all current legendary attributes), you generally cannot reroll named legendary weapons (like The Oathbreaker, V.A.T.S. Unknown, etc). Adding legendary attributes to weapons, armor, or power armor will require legendary modules (already in the game, available from the purveyor), and legendary cores, which you’ll be able to farm from public events. While we wouldn’t recommend trying this on all types of gear, getting a sweet Fixer, War Glave, or other rare gear could be worth your effort. Note: legendary cores no longer come in 1, 2, or 3 star variants. Cores are cores, but adding more legendary perks costs more cores.

LEGENDARY ATTRIBUTE REWORK

Existing and new legendary gear is getting a buff! Well, some of it is. There’s a video from Angry Turtle below listing all of them (Heavyweight was removed, as well as unyielding for power armor, by the way). Here are some examples of the changes to existing perks, as well as new perks being added.

Weapons:

  • Enemy-specific first star (mutant slayer, assassin, troubleshooters, etc) get a buff to now do 50% extra damage to the specified enemy.
  • Mutant’s: now gets 5% damage buff per mutation, up to 25% total buff.
  • Aristocrat’s (New): Damage increases as caps increase. Maximum +50% damage at 29,000 caps.
  • Stalker’s: Removed from melee weapon drop pool, where it did nothing.

Armor:

  • Overeater’s (New): Increases Damage Reduction up to +6% as you fill your hunger and thirst meters.

One of the things we’re most excited about here at Agents of Game is the currency limit increase. Note that, as far as we know, Bethesda has not explicitly stated this increase was for the full game, rather than the public test servers. Maybe some of us are being paranoid, but a few people are a bit afraid that the increase was only for the PTS. Given the fact that everybody on the interwebs is saying it’s coming and Bethesda hasn’t explicitly denied it either, we should be getting a significant buff.

  • Caps: The max cap limit has been increased from 30,000 to 40,000.
  • Gold Bullion: The daily vendor cap has been increased from 200 to 400. Additionally, the max player cap for Gold Bullion has been increased from 5,000 to 10,000.
  • Scrip: The daily vendor cap has been increased from 150 to 300. Additionally, the max player cap for Scrip has been increased from 1,000 to 5,000.

While we don’t know how many Atoms new camp slots will cost, we do know that we’ll be able to expand our slots from the current two slots, to a total of five. Season 5 starts July 7th, and while there isn’t really much more to say about that, if you’re looking for a full listing of the potential rewards, you can check out here.

Just a reminder as well that there’s still a couple of months (until September) to unlock your ranks and rewards for Nuclear Winter. While some of the rewards will eventually be make available through other means, not all of them will, and it’ll probably be easier to unlock them now rather than later anyway. In addition to getting the reward unlocks themselves, ranks and overseer coins will also net you perk coins for the main game, and most of us could always use more of those.
